Current Priorities
Church development is one of The Alliance Canada’s strategies to make disciples and to plant churches among those who have no exposure to Jesus and His Gospel where few or none have heard. The goal of Church Development is to make disciples who make disciples and to gather these believers into viable, self-sustaining, self-governing, reproducing, and culturally relevant missional faith communities.

Vision
We focus and go to places and people groups where …
- There are no believers, no faith communities, or no mission agencies/orgs engaged among them.
- There are few believers, a faith community is only beginning to emerge, and there are only a few mission agencies/orgs engaged among them.
- Where a group of churches or faith communities have organized and come together to form an Association or a formal National Church, we work with the Partnership and Mobilization Strategy to focus on mobilizing national believers to engage in cross-cultural work among the least reached and least engaged within their nation and beyond.
Bio
Raul grew-up a Roman Catholic in the Philippines. Despite surrendering his life to Jesus in his late teen years, after immigrating to Canada in 1983, Raul returned to his old lifestyle of drug and alcohol abuse. In 1985, he rededicated his life to Jesus at a C&MA church. Since then, Raul has continued to love and walk with Jesus.
Donna was raised in a Christian home. At a young age, she made a commitment to follow Jesus. In her teenage years, she witnessed God’s power during a spiritual encounter at a camp she was attending which further affirmed her to commitment to Christ.
Since 1999, Raul & Donna have served as church planters among a least-reached people group in the Middle East. From 2007-2015, they also served as co-Team Leaders. In June 2016, they became the Regional Developers (RDs) for the Silk Road responsible for providing pastoral care and strategic and administrative leadership for all the C&MA international workers in the region. In 2022, they became the International Strategy Directors for Church Development.

Pray for wisdom and discernment to lead and support the Church Development international workers.
Pray for strength and endurance for the extensive travel required by our role.
Pray for discipline and consistency in our devotions, prayer time, study of the Word, worship, observance of the Sabbath, and that we may maintain a healthy rhythm of work and rest.
